I can't resist dropping in and mentionning the model of AdaControl:
A company (in this case Eurocontrol) pays for the initial development, and releases the software as free software. Then other companies pay for improvements. In the end, every interested company paid for only a fraction of the whole development cost, and everybody benefits of the whole product.
