private funds has been poured into museums, shops, hotels and theater over the last 20 years. Today, the facilities are largely
deserted and failing. Once vying to become the "capital of Silicon Valley," central San Jose remains an economic laggard,
suffering among the highest rates of unemployment and office vacancies in the nation.
