Richard,
For someone with your experience, I would recommend the MASM32 project
that I maintain as it has the full capacity that you would be used to
using. It has multiple code generation sources, library capacity and
its plug in and run.

I imagine that once you are familiar with how it works, you could
easily set up your own preferred IDE and whatever tools you required
to write what you need. This much, small fast working 32 bit templates
take about a second or so to create so you can pop prototypes and play
with techniques in a fast and convenient maner.
