What you are speaking of is nothing but copycating. And yes that SHOULD be
prevented. But to mix _your own_ work under any licence with the GPL is
not impossible. Of course, it will prevent OTHER people from pushing your
code as open source, if you close it, but not prevent it from beeing PD.
The parts that are GPL, will remain so. Theres no problem mixing Pd and
GPL, as long as it is stated what is what.
