Since when?
The most common device drivers are build into DOS.
This is the builtin list from DOS 7.10, not counting block devices:
CON, AUX, PRN, CLOCK$, COM1, LPT1, LPT2, LPT3, COM2, COM3, COM4
ANSI.SYS is a replacement driver for the CON device.
Have you ever tried to use a SCSI device under DOS without a driver?

Closer to OS/2 than DOS if using cmd.exe
