It's a folder. And you can gain access to it by either taking
ownership... or adding the Administrators group there and
then giving full permissions to that group.
Right click on the folder, click on Security, click on Advanced.
Add your user name in there.
There is a ton of Restore Point information there. A ton of files
named RP00, RP58, RP?? etc, etc.
