[OT] PID and windows xp

Now is disappeared run32dll (but I don't have used clock or date)
and is appeared a strange phenomenon
in windows xp the process that I know are started first have PID
greater than those started after.(Eg. Agent PID 380 and NISUM.exe
1004 etc) the only in the right place seems

Is this the right way that windows xp show its process?
How can I fix it right?
But do I own my PC? :)
