Plenty of DOS type apps around... if they are to be used
inside of a DOS prompt, as most of the network commands
are, but they make calls to Win32 API, are they still
considered DOS? I tend to think of them as DOS apps.
ipconfig/ping/tracert
dcdiag, netdiag, addiag
netcfg, net, whoami, windiff, route, ipxroute
A lot of commands have both a DOS interface for starting
them as well as a goobered up Windows interface. This is
true for most if not all the services.
net start dns, net stop dns
net start dhcp, net stop dhcp
net start wins, net stop wins
net start ipsec, net stop ipsec
net start iis, net stop iis
and the list goes on and on.
I have so far seen ONLY one app that Microsoft created
with .Net. And it's a security app.

Or search for "Microsoft Security Guidance Kit" on
Google for the link above.
SP2 for XP does not require .Net.
That is the only .Net app that I currently know of.
I can't comment on it though. I have never installed
.Net The CD above is free though from Microsoft.
.Net 2003 was such a great thing Microsoft is giving it
away free:

Alot of people have downloaded it, and some
people are using it, but I still haven't seen any
promising commercial applications developed
with it.
