Actually, you're mistaken. EM Theory makes no such claim.
I think you are getting confused with Einstein's Special Theory of
Relativity, which describes the motion of particles moving at close to the
speed of light .
EM theory defines the electromagnetic field, which shows that the field
travels in the form of a wave and travels at the speed of light. The theory
basically shows the relationship between electricity and magnetism.
btw - as for your assertion that "speed of light cannot be exceeded" -
quantum mechanics suggests that tachyons are able to exceed the speed of
light. Whether you believe tachyon particles exist is another matter
completely.
