It's the other way around. The pronunciation, with some exceptions, dictates whether to use a or an. Here, "an HLL" is correct because the sound at the beginning is a vowel.
An HLL (a-). An MP (em-). An x-ray (ex-).
I'm not aware of any exceptions in this case, though there are some involving "h".
