0 isn't in the set of signed integers; it has no sign. Adding a sign
doesn't help it get in the set either, as it's meaningless. The only
operation on 0 that I know of that generates a signed integer is 0!
(factorial 0) which has the value 1. So -(0!) and +(0!) have meaning.
