Why HLL and not C?



This is a serious question (so please do not bicker)

What is the practical advantage of using HLL / HLA compared with using
asm in C?

AFAIK HLLs are bound to the OS they run on. If this is true, then they
provide no benefit over libc or Win DLLs.

Are there HLLs for non-Intel/AMD processors?
