Keep in mind that there's a difference between not prioritizing
updating a page like that, and outright lying - lying is something
that's done intentionally.

I'm the kind of guy who hasn't had motivation to update my own site for
almost a year... and have had two-year pauses without any updates. So I know
what it's like not prioritizing that kind of stuff.
Considering "the position" Randall has, you can argue that he "ought to"
update the page (getting it to render decently in FireFox would be nice,
too). The last-modified HTTP header says "Sun, 19 Mar 2006 23:26:59 GMT",
but I doubt that was any major change.
