The chart appears to be a timing diagram for a memory chip. The rows
represent a set of clock times, and the logical state of the various
pins on the chip at those times. In addition to chip select and write
enable, which you have already identified, the sub-scripted A symbols
are the address lines, and the sub-scripted D symbols are the data
lines.

The point of the exercise seems to be to determine if you understand
the interaction between these various pins, by asking you questions
about what data is stored in the chip at various times.
