Mutex is probably what you want to research.

Windows API:

CreateMutexEx
ReleaseMutexEx

If I open too many apps, my video starts going funcky and
wacky (XP SP2). Windows do not display themselves prop-
erly.

Thanks for all the answers provided.
I was also told that if multiple windows keeping opening up, windows
starts giving each one a lower and lower priority.
