Certainly. She disseminated a banning import. Nations
exert strong jurisdiction over what crosses their borders.

The issue was not import/export. The films could have been legally exhibited by registering as a foreign agent, advising the State department where and when the films were to have been shown, and "taking names" and reporting to the state department who viewed the films. Importing the films was not illegal. Exhibiting them made one a foreign agent, since the State department had determined them to be "propaganda". Acting as an agent of a foreign power, without registering as such, is a Very Bad Thing - but does not involve loss of citizenship. The law was not observed, and nothing happened, of course. (you're correct, of course, that "domestic content" would be no problem)

My disagreement was with SpooK's:

If you "swear allegience" to a foreign power, your citizenship rights may be in jeopardy, but "in any way shape or form", I doubt...
