Yes, it's almost certainly a problem with OpenWatcom as an OS/2 cross-compiler.
I have filed a bug report with the OpenWatcom people:

They might appreciate help in tracking down the source, I don't know.
The build bot *could*, at least theoretically, start up an OS/2 virtual machine and run the OS/2 build there. Needless to say, that is more than a wee bit complex to set up, plus it would require a copy of OS/2, which is commercial software.
As you see, Nasm is "user supported" these days. Since we haven't got many OS/2 users, your feedback is especially appreciated!
