the normal background for the instrument should be

4-20 CPM (counts for minutes)
here is always
20-50 CPM the "media" is 33CPM

they should be beta or gamma rays
the count seems depend from the day of measuring it is like
it depend from where came the wind

is it possible the instrument radiactive?
