The unstated important point is the following.
The negative charge is on the bottom of the cloud because there is a
positive charge on the earth, in rain-cloud forming conditions.
This is caused like the cat-fur and glass rod charge separation
demonstration by rubbing (yes, friction) but here, wind (friction).
The pointy tips used for lighting rods, and tree top twigs and metal
parts on tall buildings allow electrons to leak off and travel
upward, leaving the earth positive. Then this increases the charge
separation process like with a Whimhurst machine. Until, like with
that machine, sparks fly.
Try taking off a synthetic (pref nylon) shirt in total darkness and
throw the shirt upwards or sideways. It will light up as electrons
recombine, after the friction process of pulling it off your arms. You
might hear the crackle too.
So, now you not only still suggest the prohibitively expensive proposition
of sending the waste to the moon and onto the sun, instead of dumping it
encased in glass and steel into a paid for hole in the desert,

No! Just pointing out a solution to YOUR protest. It's a closed system
(until you shoot at the sun), so the Monn's orbit is changed minutely
in shape but not in total energy. And shooting at the Sun reduces
global warming by moving the Earth-Moon system a few atomic distances
futhe out.... :o)>
Sorry to say this, but I
think the "high-energy physicist" needs a class in practical reality and
econ. 101... because this solution sounds like "job preservation."
