Are you running any security filewall software like Cisco Security
Agent? I've seen this problem in the past because CSA doesn't allow a
program to invoke cmd.exe (as HLA.EXE does) so hlaparse.exe doesn't
run.
I assume that hla.hw is in your hla directory and you're CD'd into that
directory before executing the command, right?
Try executing the following command and see if this does anything:
hlaparse -test -v -sm hw.hla
This will tell us if HLAPARSE can run properly.
