Er, well ok - lets not forget this is OT :-).
File -> New
- Console Wizard Icon
- C++ - Check Console Program - Unckeck all others
When it opens up, you can safely remove the pragma'
directives, and include your standard headers, etc...
Then, you have your skeleton to work with.
Alternatively, if Builder has set up the file associations
properly, then it is just a simple matter of double clicking
your main.cpp file, and builder will open it for you ready to
compile - Hit F9 - it couldn't be easier :-).
Alternitively, the command line as you have noted already.
