conio (nonstandard) question

I am trying to push the class to standard libraries, and one of the
students insists on using conio.h. I believe this does him no good as
I think you actually use conio.c and it includes conio.h.
Why is there no cconio to replace this header? I realize it is
hardware dependent. Is that it?
We are running Dev-Cpp and using MinGW 2.3.3.
