Windows programming

I want to learn how to write programs to run under windows. I have a
knowledge of basic programming principles and I have been learning c++. I
have been using various web scripting languages (perl, php, CF) for years.
What is my best option? Should I continue with c++. Should I cut my losses
and move on to something else? Also, I'd love a book recommendation or two
along with a suggested language.
I should also say I'd like to do this on a tight budget. I don't mind
shelling out $100 or so for a good book, but I can't afford hundreds of
dollars for software.
And.,.. I apologize in advance if this has been answered already here (I did
google it, but nothing came up close to my question.) or if this is the
wrong group to ask.
