There are no such documents. This newsgroup, originally called
"net.lang.c", was created many years ago. Since then, many other
newsgroups have been created that cover topics that might once have
been appropriate here. For example, a question about the
Unix-specific C library functions might have been appropriate here
before comp.unix.programmer existed -- but now that it does, such
questions should be posted there, where they will get better answers
from the experts who hang out there.

Some newsgroups have a "charter", an official document that describes
the purpose of the group. This newsgroup was created before charters
were introduced. Some people have cited the message that announced
the creation of net.lang.c, but the information in that message is
largely out of date.

The current topicality guidelines are defined by common sense and a
general consensus of the regular posters (and attacked by trolls who
have nothing better to do with their time).
