I don't think it's accurate to describe it as a consensus of the regular posters. Despite their use of "regulars" as a pejorative, many of the trolls are in fact among this group's most regular posters. When you consider all of the regular posters, including those who are trolls, there is at best, a solid majority in favor of any particular topicality guidelines; there's nothing approaching actual consensus.
