Hmmmm... the mainframe is going away sounds like an Executive Decision, it
is always nice to get verification on those. Doing it faster is also a
possibility... perhaps a timed trial would be in order, along with
considerations about standardising the system (after all... ASM coding can
'do it faster' than COBOL but one might not want to rely on such things.

Not only the tool but the one who wields it... it might be wise to sling
together a memo and email it to *everyone* who was in the meeting
informing folks that in the absence of 'the EDI guy' and based on the
technical evaluation of his superior a COBOL-based solution (which took
into consideration the hitherto-undiscussed quirks) was decided-upon,
spec'd, coded, tested and successfully implemented in (n) hours... and
that he should please be so kind as to inform you as to how this period of
time is so excessive as compared to his vauntedly 'faster' method.
