Inexpensive COBOL Compiler

Hello,

I need to install a release of COBOL, that will run on Windows/XP that
has an
editor, compiler, and runtime options. File storage is not an issue as
the purpose is to test a new-to-COBOL terminal emulator. So Telnet
connectivity is also required.

A NFR or "get-started" version is preferred.
