RM/Cobol runtime slow startup

We're running RM/Cobol 7.5 under AIX version 5.

Recently, there have been occasional very long delays (up to a minute)
between typing the command to invoke the runtime and when the runtime
starts.

I've re-booted the system - no help.

Has anyone else seen this?
