IshellLink in Cobol

Does anyone know how to call the IshellLink Functions from cobol? I
work with Net-express 3.0 and don't know how to call it.
I tried several ways and involved others but we didn't find any
solution.
We even made a .dll file with VB 6.0 but Cobol can't acess this .dll
file.
Do you have a solution for using vb .dll files in Cobol?

It would be very nice to give us a solution for this problem.
