Cobol compiler for cross plattform (WinXP/zOS) development

We develop and test our Cobol application (Cobol/CICS/DB2/Batch) on OS/2 (!)
plattform and run on MVS/OS390. Since OS/2 is "out of fashion", we need to
move to Windows XP environment. Doing so we need to replace the development
environment (Editor/Cobol compiler++).

I've checked the Cobol FAQ and Google and this is what I have found:

* Micro Focus Net Express/Mainframe Express
Very advanced, very expensive, good support for develop/test on Windows run
on zOS.

* CA-Realia II Workbench
Similar to Micro Focus.

* IBM Visual Age for Cobol
Look obsolete, and soon not supported

* IBM Websphere Enterprise Developer
Looks like IBM focusing on integration Java/Cobol, less on a pure
development environment

Fujitsu Cobol and a lot of others have no support for mainframe.

I'm I missing something?
