ASLM: Semaphore failure. Rerun as root

Hello,

Forgive me if this is the wrong group for my question. I am a sys admin
supporting a group of developers. They have reported this error to me
which occurs when they attempt to run a script which at some point
executes a compiled cobol program.

ASLM: Semaphore failure. Rerun as root
ASLM: Errno 1013

The product is Microfocus Server Express running on sparc Solaris. The
compiler environment was setup before I got here so I'm pretty lost but
from some google searches it seems that this may be a runtime licensing
issue. Could anyone point me in the right direction to troubleshoot
this error.
