'an inquiry' is 'an inquiry'
'merely an inquiry' is 'an inquiry'

The difference is that the latter you have explicitly removed anything that
comes with it.

If I were to surprise you with my stealth and ruthless efficiency and say
"-- you are accused of heresy on three counts -- heresy by thought, heresy
by word, heresy by deed, and heresy by action -- *four* counts. Do you
confess?"
You may expect that I will punish you if you answer in the affirmative..

If however, I were to surprise you with my stealth and ruthless efficiency

counts. Do you confess?"
Then you wouldn't even be expected to answer....I was merely saying.
