Well... not exactly. Its use is *disparaged by* the '02 standard, but
support for it in compliant compilers is still required by that same
standard. How much of a nastygram (if any) the compiler sends to the user
about the use of the feature is a matter between the implementor and the
customers and not in the purview of the standard. At least, unless and
until J4/WG4 decide to escalate the issue from "archaic" to "obsolete".

Note that even then implementors may choose to support once-standard
features that have been "de-standardized" as implementor extensions. Much
as I would hate to see it, there's nothing in the standard that prohibits an
implementor from e.g. supporting ALTER (along with all the rules associated
with the Segmentation Module) in a '02-compliant compiler, so long as their
use is properly "flagged" as an extension by the compiler and in the
documentation!
