This seems less a question about 'MVS-Cobol' and more a question of ISPF
Editor options.
The ISPF Editor allows for a variety of numbering schemes when dealing
with data; the specifics can be found in Help (start editing a file, press
PF1 or type 'help' (no ') <enter> Topic 7 (Sequence Numbering).
Researching this topic will give you a sense of what you might need to
do as well as introduce you to classic IBM documentation. As my first
programming instructor taught:
'What is an IBM manual? An IBM manual consists of twenty-four chapters,
each of which assumes intimate familiarity with the other twenty-three.'
