This was done through ECMA which is a manufacturer's association which
can create standards on behalf of ISO. They will formalise _any_
standard for a fee and MicroSoft was prepared to pay for this to be
done just so it could have a meaningless 'tick in the box'.
The point is that Vista is supposed to have .NET 2 which is not
directly compatible with .NET which only underlines that MS care
nothing about standards, even ones it paid for.

Well, there is Mono, but I'm not sure how complete it is.
