The Bible does indeed teach quite literally that the poor should be given
opportuity to help themselves. If you examine the Mosaic Law, for example:

"When you reap the harvest of your land, you shall not wholly reap the
corners of your field, nor shall you gather the gleanings of your harvest.
And you shall not glean your vineyard, nor shall you gather every grape of
your vineyard; you shall leave them for the poor and the stranger: I am the
LORD your God." (Leviticus 19:9-10)

Note that the farmers are to leave it, they are not instructed to harvest it
for the poor and deliver it to them. The Bible teaches a consistent doctrine
of being responsible for providing for yourself and your family. The Bible
also teaches that those who are able should be willing to help those in
need. But nowhere does the Bible teach that anyone should reward laziness
with help. In fact it says:

"For even when we were with you, we commanded you this: If anyone will not
work, neither shall he eat." (2 Thessalonians 3:10)
