The Bible does indeed teach quite literally that the poor should be given opportuity to help themselves. If you examine the Mosaic Law, for example:

No way after all these years am I able to dig up the references I wrote into a Christmas article for a charity. But, the three monotheistic religions from the Middle East, Islam, Judaism and Christianity each in their own way stress Charity - help your neighbour. I sought reference from a mosque here in Calgary for a quote from the Koran, from a rabbi in Edmonton from the Jewish Bible. Christianity - well just Paul, "Faith, Hope and Charity. And the greatest of these....."
Pity we all don't make a point of following what those three ancient books stress, regardless of our individual beliefs.
