It's an expression that has been common in Christian societies for
some time. I haven't seen any statistical analysis that shows that
other members of religions nor even atheists are more lax at doing
charitable acts though. Muslims are required to give to beggars, and
many Jews believe that they are graded by God by their actions here on
Earth.
Still, I encourage all to do what Christians describe as "Christian
behavior".
On the other hand, it certainly isn't an atheistic ideal to wish
someone an eternal future of unimaginable torture. That evil seems
limited to a many followers of a limited number of religions.
