For IBM the current means appears to be the
LE callable service: CEEENV.

While an environment pointer (**environ) is defined
for Unix, it may not be defined for all variants. In fact,
the C standard (ISO 9899:1990) no longer accepts
the environment pointer as a parameter to "main".
I referred to the previous C standard; but the comment
also applies to the current C standard (ISO 9899:1999).
