COBOL and DB2 vs. Java and DB2

At work they have done some testing (I have no access to the details) and
they claim Java and DB2 are faster than COBOL and DB2. They also claim that
changing the existing COBOL programs to work with DB2 would require 99% of
the code to be rewitten. I strongly doubt it, but I have had no experience
with DB2 although I think I have a good understanding of embedded SQL. They
want to modernize the systems, i.e. get rid of COBOL, so I believe there is
a built in bias and a distinct lack of interest in any measurements or facts
that would contradict their view. I would be interested in hearing from
anyone that has had experience with this kind of conversion/rewrite.
What I find particularly interesting in this regard is that the
specifications for the new system say 95% of the transactions must be
processed in 30 seconds, and 99% of the transactions must be processed in 60
seconds. Wow! To say I am underwhelmed is a gross understatement! Currently
using COBOL and Datacomm/DB we process transactions in less than one second.
This is from the time the transaction (a message) is removed from the queue
(MQSeries is used) until the time when the reply is placed onto the outbound
queue. If this is modernization then I just don't see the point especially
when it is costing 300+ million a year. Or many making money is the point!
