I haven't replied to a lot of this thread. As someone who is NOT a
scientist, I
have been quite convinced that the overwhelming scientific evidence is
that
Global Warming is happening and that it is caused (at least in part) by
human
actions that could be modified.

However, this note is just to comment on the "wait until we are POSITIVE"
approach.

A government acting on conclusive scientific evidence
may protect rights.

A government acting on overwheming scientific evidence
might commit persecution.
