So they will, because of the uncertainty of the magnitude of the rise.  But
consider Florida: the fiurther south you go the lower the land is.  Great
parts of the state are less than three meters above mean sea level.  They
are already in peril of storm surges.  If the base level goes up a meter or
two  - you get the picture.  Consider New Orleans.  Or consider New York
city: as a harbour it's AT sea level.

I can't give you any sort of complete answer.  Do the google maps show
contours?  Then anything less than - say - five meters is in danger.
