Folks might be doing such poring for a variety of reasons, Mr Dashwood,
but those reasons, with a bit of shaving and shimming, could be fit into
two classes:
1) The poring is being done and nobody is paying for it.
2) The poring is being done and somebody is paying for it.
In the case of 1) it may be said that such activity occurs out of love, in
the radical sense of 'amateur'.
In the case of 2)... something about tunes and pipers and taking the
King's shilling and suchlike might come to mind.

P.S. I do not hold programmers responsible for poor management decisions...
You can bet if some of the managers had to write report programs there'd be
a lot more use of packages...:-)
Hmmmmm... my experience has proven that this would not be a wager I'd be
willing to make, Mr Dashwood... at times quite the reverse; some managers
who had written report programs have, I've seen, insisted that any new
developments do not exceed their own familiarity with the language and/or
customs of structure.
