Yes, the documentation for our .NET COBOL, including Visual Studio
integration and the additional extensions to COBOL for .NET, is
integrated into the Visual Studio help system. So you won't find it in
the docs for the rest of the product.
I'm not sure if the .NET COBOL docs are available online. You'd need
the Microsoft Document Explorer (the viewer for Visual Studio
documentation) to read them.
If you have the bandwidth and disk space, the easiest thing is
probably to download and install the free, though restricted, Net
Express Personal Edition (which replaced the "University Edition"
Jimmy mentioned):

That includes .NET support. I believe it comes with the free version
of Visual Studio in the bundle; if not, you'll have to download that
from Microsoft and install it before you can install our .NET COBOL
support.
