Delphi 6 and XP

I have two questions,

We are using XPe for remote (field) controllers and we use Remote Desktop in
the field to retrieve data and change configuration variable and such.

We would like to be able to change the user password from within our
application which is linked by satellite.
 Is there a way to change the administrators password from within Delphi
application?

Next, How do you force a reboot/restart from withing the application.
