doesn't everyone have a few old boxes for OS, server etc tests
that can inherit the old monitor ?

use the brightness/contrast controls
tweak any pots available
open the case and tweak pots, if you have more
fingers than you need.

new 17" CRT monitors $A149 single item retail,
tax inclusive, less for tax-ex and multiples discounts

2x19" CRT or 4x17" for the price of one 17" TFT
4x17", plus the old 17", is a lot of visual desktop space
a few old video cards, $50 of wood, some screws
half an hour with a power screwdriver
you have a wall of monitors and some new shelf space
you haven't reduced your physical desktop space at all
and for less than one flat screen or the price of new glasses

not that I mind TFT, they drive the prices of crt down, and make
sense if your desk space is worth $1 per square centimeter and
you have more cash than you know what to do with :-)

you just cannot easily balance them on top of each other
and none I have seen can be cranked to "bright enough"

bars on the display may be due to mutual interference between monitors
or other electrical devices, even fluoro tubes can cause it
particularly if you have a lot of the bulb replacement tubes
changing refresh rates can sometimes fix the problem
