Delphi can access active x controls so you can use ADO or any other
Database engine that has the correct ODBC Drivers but try to steer clear of
the BDE!
However Delphi 4 is very very buggy and I wouldn't recommend trying to do
anything with it!
Delphi V with the service packs is the earliest version I would use!
Most organisations I have worked for skipped Delphi 4 completely and went
from 3 to V
