On the german pc-magazine 'PC-Magazin' with included DVD
currently out (5/05) there is Delphi 2005 PE on the DVD.
http://www.pc-magazin.de
Look also on Borland newsgroup
Borland.Public.Delphi.Nontechnical.
There are at that moment many diskussions about D2005 PE.
Delphi 7 PE was on german pc-macazine C't on the CD last year.

If Delphi Professional 3 is ok and the price of
25 Euro os not to much than You can get one of the following
books (german language) from Hans-Georg Schumann
'Delphi für Kids' : ISBN:3-8266-0643-4
'Game Programming für Kids': ISBN:3-8266-0837-2
Hope that helps
