No, the screensaver itself is an executable that may be win16 or win32.
Windows doesn't care, it just executes it. But configuring Windows to
use a given screensaver stores the executable filename somewhere in a
manner that may be trying to maintain compatibility with OS versions
older than fairly good whisky.
