No major producer of developer tools is still producing Win16 compilers
and IDEs, but Delphi 1 can still be used.
Most of us have decided to move on to Win32.

Look at the record. Delphi users can move code forward from Turbo
Pascal or Delphi 1, often with no changes
or only minor changes, and produce Win32 or .NET apps. OTOH, look how
many times VB users have had their
code "broken" and needed to do major rewrites for a new version.

For most Visual Studio developers, developing for Win32 and for .NET
means writing everything twice in two
different langages.

Of course there will come a day when Delphi will not bring out new
versions to to support native Win32. But, considering that day already
passed a long time ago for VB, what would you expect?
